At the beginning of 2020, Neste already announced its intention to increase its production capacity for renewable products in Europe. Rotterdam in the Netherlands and Porvoo in Finland were candidates for this expansion. Due to lower logistics costs, site-specific construction costs and the availability of low-carbon hydrogen facilities, the final choice was made for Rotterdam.

The new plant will be located on the so-called Eerste Maasvlakte, where the company already owns the largest biorefinery in Europe, with a capacity of 1.4 million tonnes per year. The new plant will almost double its capacity, to 2.7 million tonnes per year. Of this amount, 1.2 million tonnes will be sustainable aviation fuel (SAF).
